[1]               David Melding: Good afternoon, everyone, and welcome to this meeting of the Constitutional and Legislative Affairs Committee. We have apologies from Dafydd Elis-Thomas, who is attending to his duties at Bangor University this week. I will just make the usual housekeeping announcements. We don’t expect a routine fire drill, so if you hear the alarm, please pay attention to the instructions of the ushers. Switch off electronic devices or put them on silent. These proceedings are conducted in Welsh and English. When Welsh is spoken, there’s a translation on channel 1, and channel 0 will amplify proceedings should you require that.

[3]               David Melding: Item 3 is papers to note. First of all, we have a letter from David Rees, the Chair of the Health and Social Care Committee, about the committee’s work on scrutinising regulations. I think it’s excellent practice and that we should reply saying how pleased we are that this is receiving full scrutiny.

 

[4]               Paper 3—there are two papers. These papers relate to the UK Government’s proposal for English votes for English laws, which is likely to be updated or reissued in some form today. It’s there just for our information anyway, because it may inform our wider remit. Alys has also produced a background briefing, so that’s very helpful as well. So, note well, but I don’t think that we need particularly to discuss it at the moment.

 

[5]               The fourth paper to note is a letter from the Presiding Officer in relation to the Renting Homes (Wales) Bill. We had the debate in principle in the Chamber last week, in which the Minister did refer to the human rights issues that are in our report, but in a fairly, sort of, cursory fashion, saying, more or less, that she felt that, as the Presiding Officer had ruled on competence, that was the main factor. It wasn’t a terribly reassuring exchange, I thought, but it’s on the record now and people will make of it what they will. But, the Presiding Officer, obviously, has felt the need to point out to Ministers that the initial ruling on competence in no way prejudices the full scrutiny that the Assembly committees then engage in. Suzy.

 

[6]               Suzy Davies: Just to let you know, a very similar question came up in the Communities, Equality and Local Government Committee meeting last week, to do with the Historic Environment (Wales) Bill. So, I think that they might be doing a little bit more work, based on the questions that you asked in Plenary just the day before.

 

[7]               David Melding: That’s helpful. Okay, I’m sure that we appreciate the Presiding Officer’s interest in that matter. That concludes what we have listed for the public session.

that the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42(vi).

[8]               David Melding: I now move the relevant Standing Order that we conduct the rest of the meeting in private, unless any Member objects. I don’t see any Member objecting, so we will switch off the broadcasting equipment and clear anyone from the public gallery.
